Frequently asked questions - PennDOT and Notary Services

Below are answers to some of the most common questions I receive regarding PennDOT title and tag work and notary services.

What is a notary public authorized to do in Pennsylvania?

A notary public witnesses the signing of a document to ensure that the signor(s) is/are/who he/she/they say he/she/they is/are. A notary public deters fraud. A notary public is not an attorney. A notary public may not provide legal advice.

What documents are needed to transfer a vehicle in Pennsylvania?

  • Title - properly re-assigned with notarization or seller/buyer must be present 

  • Valid PA Driver's license or Identification card

  • Proof of Pennsylvania insurance

  • Payment for sales tax and PennDOT/agent fees
    Additional documents may be required depending on the situation.

Does a vehicle title need to be notarized in PA?

Yes. Pennsylvania vehicle titles must be notarized at the time of transfer.

Can I transfer a vehicle with an out-of-state title?

Yes. Out-of-state titles can be transferred to Pennsylvania, but additional requirements may apply, such as:

  • VIN verification

  • Proof of ownership

  • Mileage disclosure
    The vehicle may need to be present in some cases.

What if there is a lien on the title?

All liens must be satisfied before a transfer can be completed.

Do you offer walk-in services?

Yes. Walk-in hours are Tuesday and Thursday from 11:00 AM to 7:00 PM. Appointments are available daily, evenings and limited weekends.

What types of documents can be notarized ?

Most documents can be notarized, including:

  • Powers of Attorney

  • Affidavits and sworn statements

  • Vehicle titles

  • PennDOT applications

  • Acknowledgements and certifications

What forms of payment do you accept?

Accepted forms of payment include:

  • Cash
  • Debit/credit cards
  • Other forms as permitted by PennDOT

What do I need to bring to get a document notarized?

You must bring:

  • A valid, unexpired government-issued photo ID

  • The complete document (unsigned)

  • Any required witnesses (if applicable)

What forms of ID are acceptable for notarization?

Acceptable ID includes:

  • Pennsylvania driver’s license

  • State-issued ID card

  • U.S. passport

  • Military ID

IDs must be current and unexpired.

Requirements vary based on the type of transfer. To avoid delays, we recommend contacting us ahead of your visit to confirm what documents you’ll need. PennDOT requirements are subject to change. All services are performed in accordance with Pennsylvania Department of Transportation regulations.
